  1. Make a new document and chose a color (I used black)

2. Select a color for foreground and for the background (I used black and red)

3. Make a new layer and select Filter-->Render-->Clouds; now select Filter-->Render-->Difference Clouds

4. Now select the Dodge Tool (O) with a the next settings 1px, soft, exposure 100%

5. Start drawing str8 lines horizontally and vertically

6. Now use the same settings for the Burn Tool (O) and draw some lines more...

7. Now select the Horizontal Type Mask Tool and write something biGG... (Text size 150px)

8. Now click the Add Mask Layer button

9. Add a layer style and u're ready to go....
