How to make  a shine only with Layer Style

1.Make a new document(i used a #007dbf background color)

2.Select the Elliptical Marquee Tool(M) and while pressing Shift click drag a circle(i used a 300px x 300px circle)

3.Make a new layer and fill it with a your custom color... i used #4eb2e6

4.Double click the new created layer to enter the LayerStyleBox...aplly the following settings...

DropShadow

BlendMode Multiply

Select a darker color than the backgound(i used #0b2782)

Opacity 100%

Angle 45

Distance 2px

The rest as default

Iner Shadow

 BlendMode Multiply

Select the same color

Opacity 50%

Angle 45

Distance 2px

Size 59px

The rest as default

Bevel and Emboss

 Style Inner Bevel

Tehnique Smooth

Direction Up
